21st Century and Internet
By Sulakshana Sapakota
We are living in the 21st century in which the internet has become an integral part of our lives, revolutionizing the way we work, communicate, and access information. It has been greatly used in offices, businesses, schools, and so on. It has brought undeniable benefits for the teachers, students, officials, doctors, and many more, however, it also presents its share of problems. As we navigate this digital landscape, it is essential to strike a balance.
It is clear that the internet has provided students with access to more information than ever before. Teachers can get reference materials easily, and students can get information with a click. Similarly, online resources open up a vast range of resources. When we have an internet facility, a wide range of reading materials, audios, videos and additional leaming materials are easily accessed. Nobody denies that the acquisition of knowledge is more fun and easier with the internet. We can learn while playing games, watching videos, reading national and international news online. Furthermore, it has empowered businesses, education, and healthcare, making them more efficient and accessible.
However, many disagree and feel that technology deprives people of real human interaction. People argue that overdependence on technology can make the students less creative. There are also many things on the internet that spoil the youngsters' mind and make them deviated from their studies. Too much exposure to internet games causes mental stress. As a result, students cannot concentrate on their studies. This definitely leads to lower grades. In addition, privacy concerns, cyberbullying, misinformation, and addiction are real problems. My position on this matter is clear: we should embrace the internet's potential while addressing its challenges.
In conclusion, the internet has become inevitable for daily life. It is a powerful tool that can shape our future positively if we harness its potential while proactively addressing its problems. The 21st century and the internet are intertwined, and it is our collective responsibility to ensure that it remains a force for good. If the use of the internet is rightly balanced, it is sure that the negative consequences can be minimized and positive impacts can be maximized.

5. Write a newspaper article on 'Federalism and its Challenges in Nepal' in about 200 words. ("नेपालमा सामन्तवाद र यसका चुनौती" शीर्षकमा २०० शब्दको लेख लेख्नुहोस् ।)
Answer:
Federalism and its Challenges in Nepal
By Bikram Lama
Federalism is a territorial distribution of power based on the sharing of sovereignty between central bodies and peripheral ones. It assumes that its constituent parts are to some extent autonomous, self-organized and self-managed. It is considered as one of the highly democratic systems, which aims to end all discriminations, instigated by unitary form of governance.
Ten years armed conflict and 19 days of people's movement brought two basic issues in Nepal i.e. republic and federalism. The constitutional amendments made after constituent assembly elections declared Nepal a Federal Republic country. As its result, 240-year old monarchy was abolished by the parliament and the new constitution provisioned one central government, seven provinces, 77 districts and 753 local units in Nepal.
The federal system was envisioned as a crucial aspect of the country's new governing system. The primary goal was to devolve political and economic authority away from Kathmandu's centralised administration. Furthermore, it was conceptualized to ensure a balanced development across the country's geographical regions, increase opportunities for and participation of ordinary people at all levels, with a goal to end different forms of discrimination in Nepal.
The advent of federalism in Nepal was to overcome major challenges that the country had been facing for millennia. However, Nepal could not resolve the key issues to implement the federal system in the country. The first, the division of power, particularly between the federal and provincial administrations, has been a thorny issue. The implementation of the federal system in Nepal seems to have been expensive due to the need for additional governance infrastructure. Corruption has also been reported at all levels of the government, and many people are questioning the use of funds to establish federalism. Lack of a well-trained and capable civil service workforce to implement the federal system in Nepal is another major challenge. Most importantly, people's aspirations and the principles of federalism set by the constitution are totally neglected.
So, people raise the question against the federalism.
Thus, decentralisation of powers, implementation of administrative federalism, building institutional structures, ensuring inter-provincial and inter-local government cooperation and coordination and fiscal federalism are the major issues to be resolved to effectively implement the federal system in Nepal.
